A |     干部教育培训是建设高素质干部队伍的先导性、基础性、战略性工程，在推进中国特色社会主义伟大事业和党的建设新的伟大工程中具有不可替代的重要地位和作用。习近平总书记强调：“要加强干部教育培训，使广大干部政治素养、理论水平、专业能力、实践本领跟上时代发展步伐。”当前，互联网、大数据、云计算、人工智能等数字技术快速发展和广泛应用，为党员干部教育培训提供了新途径。《全国干部教育培训规划（2023—2027年）》明确提出，推动网络培训体系建设，提升干部教育培训数字化水平。    CANBERRA, Australia -- Ultramarathon runner Pat Farmer ended a 14,400-kilometer (8,950-mile) run at the central Australian sandstone landmark Uluru on Wednesday after a seven-month journey to raise public support for the creation of an Indigenous advocacy body in the constitution.Australians will vote on Saturday at a referendum that would enshrine in the constitution a so-called Indigenous Voice to Parliament, a mechanism for Indigenous Australians to advise lawmakers on policies that effect their lives.Prime Minister Anthony Albanese was at Uluru, which is an Indigenous sacred site also known as Ayers Rock, to welcome the 61-year-old runner’s arrival.Albanese said he had “utter admiration and awe” for Farmer’s commitment for the cause which opinion polls suggest is unlikely to succeed.“No one has done more than this bloke and I am very pleased to welcome him here at Uluru,” Albanese said.Farmer said his first glimpse of the enormous rock rising from the flat Australian wilderness at a distance of 40 kilometers (25 miles) brought a tear to his eye.“I’m glad. Very, very happy to be at this point in time, this point in the world’s time where we start to acknowledge Indigenous communities right around the world and the significance of that culture,” Farmer told reporters.The former lawmaker's run began in Hobart on the island state of Tasmania on April 17 and traversed every Australian state as well as both mainland territories.Uluru has special significance in the campaign to create the Voice as a means of acknowledging Indigenous Australians in the constitution.The Voice was recommended in 2017 by a group of 250 Indigenous leaders who met at Uluru. They were delegates of the First Nations National Constitutional Convention the then-government had asked for advice on how the Indigenous population could be acknowledged in the constitution.Indigenous senator Pat Dodson, the government’s envoy for promoting the Voice, joined the referendum campaign on Wednesday for the first since taking medical leave in April for treatment of non-Hodgkin lymphoma.He said in a National Press Club speech he remained confident that a majority of Australians would vote for the Voice despite polls showing its popularity had slid in recent months.A “No” decision would be a backward step for Australia after the High Court ruled in 1992 that Indigenous Australians had land rights that predated British colonization and after the Australian Parliament apologized to the Indigenous population in 2008 for past injustices, Dodson said.“Do you want to go forward or do you want to go backwards or do you want to do nothing? Do you want to look yourself in the mirror and have pride the next day, or have some doubts and uncertainties and even an increase in shame? ” Dodson asked voters.While recent opinion polls suggest most Australians oppose the Voice, a poll published Wednesday found 59% of Indigenous respondents were in favor.That support had slipped from more than 80% supported suggested by polls published early this year.The latest poll published in The Sydney Morning Herald newspaper was based on an online survey of 420 Indigenous voters between Sept. 22 and Oct. 4. It has a 4.8 percentage point margin of error.Indigenous Australians account for 3.8% of Australia’s population. They have worse outcomes on average than other Australians in a range of measures including health, employment, education, incarceration and suicide rates. Statistically, Indigenous Australians die around eight years younger than the wider community.。面对新形势新任务，要在加强线下干部培训的同时，利用好现代信息技术，更好发挥网络培训作用，推动干部学习数字化、智能化，为培养造就高素质干部队伍注入新动能。坚持党性原则，严格落实新时代干部教育培训要求。干部网络培训要始终以党的意志为意志、以党的旗帜为旗帜，把深入学习贯彻习近平新时代中国特色社会主义思想作为主题主线，持续深化党的创新理论武装，引导广大干部深刻领悟“两个确立”的决定性意义，增强“四个意识”、坚定“四个自信”、做到“两个维护”，不断提高政治判断力、政治领悟力、政治执行力，自觉在政治立场、政治方向、政治原则、政治道路上同以习近平同志为核心的党中央保持高度一致。

B | 科学构建干部教育网络课程体系，全面落实好党的理论教育、党性教育、履职能力培训等方面的要求，使培训内容更具时代性、系统性、针对性，确保网络培训质效。坚持精品导向，构建多元融合的优质网络资源供给体系。干部网络培训课程建设是一项系统工程，需要整合多方力量协同推进，合力打造有深度、有广度、有温度、有辨识度的教育资源体系。完善制度机制，支持干部网络学院与党校等干部教育培训部门加强合作，推动课程共建、师资共用、资源共享、成果共创，建立跨层级、跨部门、跨领域的常态化协作机制，推动形成“一盘棋”干部网络培训工作格局。把准课程选题，坚持把党的创新理论教育与当地发展实践相结合，加强干部履职能力课程建设，让课程既有理论高度又有实践厚度，切实帮助干部提高推动高质量发展本领、服务群众本领、防范化解风险本领。

C | 突出案例教学，抓住真实问题、阐述创新做法，充分发挥案例的示范作用。坚持质效导向，高标准高质量办好线上专题班。线上专题班逐渐成为干部教育培训特别是集中培训的重要形式。要遵循网络教学规律，研究教学交互策略，创建专题班研讨室，构建教学系统化、课程模块化、考核多样化、归档规范化的班级管理模式。把党的创新理论武装和党性教育作为必修课，合理设置理论教育、党性教育、履职能力、案例教学等课程模块。丰富考核形式，灵活采用“观看课程+随堂测验+学习体会”的考评方式，评选学习榜样，培育网络学习优良学风。完善评估机制，建立“学习数据+能力测评+班次反馈”三维评估体系，为进一步提升网络培训针对性有效性提供参考。坚持数智赋能，激发干部网络培训新动能。锚定干部网络培训中的真问题与真需求，构建高效、安全的智慧学习平台，实现供需高效精准匹配，助力干部健康成长。

D | 创新网络培训方式，用好网络直播课堂、在线课堂等教学方式，满足干部学习方式多样化、学习资源获取即时化需求。探索开展差异化、个性化培训，借助大数据与人工智能算法，系统分析干部学习记录、岗位履历、知识短板等，为每位干部精准画像，定向推送课程包，真正实现缺什么补什么。通过应用虚拟现实、增强现实、混合现实、人工智能等数字技术，构建沉浸式教学场景，让干部在安全可控的环境下演练，实现从认知到实践的进阶，切实提高应急处突能力、科学决策能力等。搭建集AI助学、AI问答、AI测试于一体的智能学习支持体系，推动干部学习从“要我学”向“我要学”转变，切实增强干部学习自觉性。
